Justice for Victims of Sanctuary Cities Act of 2025

This bill would let people who are victims of serious crimes committed by undocumented immigrants sue state or local governments that did not cooperate with federal immigration authorities. Specifically, if a local government ignored requests from the Department of Homeland Security to hold or report on an immigrant who later committed a felony, the victim or their relatives could file a lawsuit against that government. The bill also says that local governments accepting certain federal grants cannot claim legal immunity to avoid these lawsuits. Additionally, local governments and their employees who do cooperate with federal immigration hold requests would be treated as acting on behalf of the federal government and would be protected from being sued for that cooperation.
