Restricting First Use of Nuclear Weapons Act of 2025

This bill says the government cannot spend money to launch a nuclear weapon attack first unless Congress has officially declared war and approved the strike. Under this bill, a "first-use nuclear strike" means using nuclear weapons against an enemy without first confirming that a nuclear attack has already been made against the United States, its territories, or its allies.
