HEADWAY Act

This bill changes the rules for who can teach in Early Head Start programs, which serve young children and families. Right now, every teacher in these programs must already have a Child Development Associate (CDA) credential and training in early childhood development. Under this bill, only one teacher per classroom would need to have that credential and training, while other teachers in the room could still be working toward earning it. Teachers who are still earning their credential would need to have a mentor assigned to help guide their progress.
