Halting the Epidemic of Addiction and Loss Act of 2025

This bill says that when the Department of Health and Human Services creates rules or guidance about grant programs for opioid addiction, it cannot refer to just one specific overdose reversal drug by name. Instead, it must use broader language that covers any overdose reversal drug approved by the FDA. The department also has one year to go back and update the language in existing rules for certain grant programs, including State and Tribal Opioid Response Grants, to follow this same requirement.
