Ensuring Safe and Toxic-Free Foods Act of 2025

This bill changes the rules around food additives that companies currently label as "generally recognized as safe," or GRAS. Right now, companies can decide on their own that an additive is safe and don't have to tell the FDA about it, but this bill would require that all additives either get FDA approval or go through a notification process where the FDA reviews them and makes a public decision about whether they agree the additive is safe. The FDA would also have to go back and review additives that were previously considered safe, checking at least 50 per year, and would need to regularly reassess approved additives over time. The bill also says that substances known to be toxic or cancer-causing cannot be considered generally recognized as safe.
