Finish the Arkansas Valley Conduit Act

This bill lowers the amount that communities in the Arkansas River Valley have to pay the Bureau of Reclamation for building the Arkansas Valley Conduit, which is a pipeline in Colorado that delivers water from the Pueblo Reservoir to those communities. It does this by getting rid of interest payments and giving the communities 100 years to pay back the costs instead of a shorter time period.
