VITAL Act of 2025

This bill changes how the Department of Veterans Affairs (VA) handles its buildings, land, and construction projects. It makes it easier for the VA to share space and services like electricity with other organizations, and it updates the rules for leasing VA property, including removing limits on how long a lease can last. The bill also lets the VA use private-sector building standards instead of only federal ones, hire private companies to manage construction projects, and accept donations of property. Additionally, it requires the VA to reorganize some of its staff and operations related to buildings, construction, and purchasing.
