A bill to require the Secretary of Housing and Urban Development and the Secretary of Agriculture to withdraw a final determination relating to energy efficiency standards for housing, and for other purposes.

This bill requires the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to undo a 2024 rule that set newer energy efficiency standards for newly built homes paid for through certain government programs, and go back to using the older standards that were in place before. It also blocks HUD, USDA, and the Department of Veterans Affairs from spending money to put the newer standards into effect, and stops the Federal Housing Finance Agency from creating similar energy efficiency rules for housing. Additionally, the bill says HUD and USDA cannot adopt future updates to these energy efficiency standards unless at least 26 states have already adopted standards that are at least as strict.
