HONOR Act

This bill would stop U.S. taxpayers from getting tax breaks for taxes they pay to Russia. Right now, people and businesses that pay taxes to a foreign country can usually reduce what they owe in U.S. taxes by claiming a foreign tax credit or a tax deduction. This bill would take away both of those options for any taxes paid to Russia, similar to rules that already apply to countries like Iran, North Korea, Sudan, and Syria. The restrictions would stay in place until normal trade relations between the United States and Russia are restored.
