Right to Read Act of 2025

This bill aims to help students in elementary and secondary schools get better access to school libraries and support for reading and writing skills. It renews funding through 2030 for programs that improve reading and writing instruction and help develop literacy skills in low-income communities, and it allows certain grants to be used for hiring school librarians and teaching digital literacy skills. The Department of Education would be required to collect data on school libraries every two years and make sure that states and school districts receiving certain funds protect students' constitutional rights in school libraries. The bill also provides legal protection to teachers, librarians, and other school staff for actions related to students' right to read, as long as those actions follow state or local policies.
