Health Care Freedom for Patients Act of 2025

This bill would have the government put money — either $1,000 or $1,500 per year depending on age — into health savings accounts for certain people between 18 and 64 who have specific health insurance plans and earn up to a certain income level. It would also let anyone buy a catastrophic health insurance plan, which is currently only available to people under 30 or those with special exemptions. The bill would cut some federal Medicaid funding for states that provide health benefits to people who are not qualified immigrants under federal law, and it would make it optional rather than required for states to cover people through Medicaid and the Children's Health Insurance Program while their immigration status is being checked. Finally, the bill would ban health insurance plans sold through the marketplace from covering gender-transition procedures as a required benefit and would stop federal payments for those procedures under Medicaid and CHIP.
