Honor Our Promise to Veterans Act of 2025

This bill makes several changes to how the Department of Veterans Affairs (VA) provides care to veterans. It requires the VA to schedule appointments within certain time frames, share information about drive and wait times, and sets new rules for non-VA doctors who treat veterans — including giving them more time to submit bills for payment and requiring them to complete training related to veterans. The bill also addresses VA staffing by removing a cap on pay waivers for key health care workers, offering retirement benefits to VA police officers, setting up a telework policy, and creating scholarship programs for people who agree to work at the VA after finishing their training. Additionally, it allows compensation for veterans harmed by care received through the community care program and requires the VA to invest in its buildings and facilities.
