Essential Caregivers Act of 2025

This bill says that nursing homes and certain other health care facilities that receive Medicare or Medicaid funding cannot stop essential caregivers from visiting residents, even during emergencies. During an emergency, a facility can limit caregiver access for up to 7 days, or up to 14 days if the state health department approves it. Essential caregivers must follow the facility's safety rules, but those rules cannot be stricter for caregivers than they are for the facility's own staff. If a caregiver does not follow the rules, the facility can deny them access, but the caregiver has the right to appeal that decision.
