This bill requires the Food and Drug Administration (FDA) to create a new rule that updates its regulations to allow alternatives to animal testing when developing new drugs. Specifically, the FDA would need to replace language about "animal tests" in its rules with broader language about "nonclinical tests," which can include methods that don't involve animals. The FDA would have one year after the bill becomes law to publish this rule, and the rule would take effect right away.
