Effective Assistance of Counsel in the Digital Era Act

This bill says the Department of Justice must study and set up rules for a system that lets people in prison send and receive electronic messages with their lawyers without those messages being monitored. It requires that attorney-client privilege, which normally protects private conversations between a person and their lawyer, also applies to these electronic communications.
