A bill to amend the Consolidated Farm and Rural Development Act to modify provisions relating to rural decentralized water systems grants.

This bill renews and extends through 2031 a program where the Department of Agriculture gives grants to nonprofit organizations, which then help people in rural areas pay for water well systems or wastewater systems for their homes. It changes the income rules for who can get help, saying a person's household income must be no more than 60% of the median income for the area served by the nonprofit, and it lets people with slightly higher incomes (60% to 100% of the area's median income) get loans instead of grants. The bill also allows extra funding to be included so that wastewater systems can come with a warranty lasting at least five years.
