Defending Defense Research from Chinese Communist Party Espionage Act of 2025

This bill stops colleges and universities that do research paid for by the Department of Defense from making contracts with North Korea, China, Russia, Iran, or certain foreign organizations connected to those countries, starting January 1, 2027. Schools can ask for a special one-year permission from the Department of Defense if they want an exception to this rule. The bill also says that lead researchers on certain defense-funded projects involving important new technologies cannot work for or get paid by these foreign entities for 10 years after they leave their research position, unless the Department of Defense allows it.
