Artificial Intelligence Data Center Moratorium Act

This bill would stop anyone from building or upgrading data centers used for artificial intelligence until Congress passes laws that review AI products for safety before they are released and that make sure the economic benefits of AI help American workers, including by preventing AI-related job losses. Once those laws are in place and building is allowed again, the data centers would have to meet additional rules, such as not raising utility bills for consumers, not harming the environment, getting approval from affected communities, creating union jobs, and not receiving government subsidies. The bill would also block the export of certain AI-related computer hardware to countries that don't have similar laws in place, and it would require the Department of Energy to regularly report on how AI data centers are funded and how much energy and water they use.
