DOULA for VA Act of 2026

This bill requires the Department of Veterans Affairs (VA) to create a five-year test program that provides doula services to pregnant veterans who are part of the VA health care system. Doulas are support providers who assist people during pregnancy and childbirth. The program would work through the VA's Whole Health model, which is an approach that considers many areas of a person's life to create a personalized health plan, and would track how doula services affect birth outcomes and mental health for pregnant veterans.
