A bill to amend title 10, United States Code, to modify the organization and authorities of the Assistant Secretaries of Defense with duties relating to industrial base policy and homeland defense.

This bill changes some leadership positions within the Department of Defense. It officially creates a new position focused on strengthening the U.S. defense industry by working with allies and partners, including Taiwan. It also creates a position to advise the Secretary of Defense on national security strategy and defense planning, replacing and combining some existing roles. Additionally, it removes one position that handled homeland defense and Western Hemisphere issues, and gives responsibility for Western Hemisphere matters to a different existing position.
