MERP Clarifications Act of 2025

This bill changes a government program that charges fees on methane emissions from certain facilities. It would excuse smaller facilities — those with 2,500 or fewer full-time employees that produce lower levels of greenhouse gases — from having to report their emissions or pay fees. It also says the EPA cannot charge fees on facilities that are already following emission rules in states that meet their pollution plans, and it requires the EPA to finish handing out grant money and updating reporting rules before collecting any fees. The program would automatically end on December 31, 2034.
