A bill to repeal the Impoundment Control Act of 1974.

This bill gets rid of a 1974 law that limits the President's power to hold back money that Congress has already approved for spending. That law also set up a special fast-track process for Congress to consider the President's requests to cancel certain approved spending. If this bill passes, those rules and procedures would no longer be in effect.
