OPTN Fee Collection Authority Act

This bill gives a federal health agency called HRSA the ability to collect registration fees directly from organ transplant hospitals and organ procurement organizations for each person they add to the organ transplant waiting list. Previously, these fees were collected through a separate contractor, but now HRSA can collect and distribute them directly for three years to help run the national organ transplant network. The bill also requires HRSA to publicly share how much money is collected and how it's spent, and it directs a government watchdog agency to review the fee process and report back to Congress. Finally, the bill supports connecting electronic health records to the transplant network and creating a public dashboard showing transplant-related statistics.
