Mining Regulatory Clarity Act

This bill lets mining companies use federal land for activities related to mining, like disposing of waste rock, even if that land doesn't have valuable minerals underneath it. It responds to a court decision in Arizona that had limited where mining companies could set up waste disposal sites on public land. The bill allows mining operators to claim as many areas for waste disposal as they reasonably need, as long as it's part of an approved plan. It also creates a new fund, paid for by fees on these claims, that the Department of the Interior must use to clean up old, abandoned mines.
