Combating Illicit Xylazine Act

This bill makes xylazine, a sedative used in animals that is sometimes called "tranq," a controlled substance under federal drug law. It places xylazine in the same category as drugs like ketamine, meaning it would be illegal to make, sell, or hand out xylazine for illegal purposes, and people who do so could face criminal penalties. The bill makes exceptions so that veterinarians, pharmacies, and animal-control programs can still legally use xylazine for animals. It also requires the DEA to track xylazine transactions and to send Congress a report explaining how it previously decided whether xylazine should be a controlled substance.
