Read the Bills Act

This bill sets new rules for how Congress handles legislation. Every bill introduced in Congress would have to explain which part of the Constitution gives Congress the power to pass it, and it would have to clearly show what changes it makes to existing law. Before a final vote can happen, the full text of the bill must be published at least seven days in advance, the public must be given at least six days' notice of when the vote will take place, and the entire bill must be read out loud to the members of each chamber. Any member who votes in favor of a bill would have to confirm in writing that they either read the whole bill or were present for the entire reading, and anyone harmed by a violation of these rules could file a lawsuit to try to stop the bill from being enacted.
