Healthy Poultry Assistance and Indemnification Act of 2025

This bill changes a federal program that pays poultry farmers when their birds are affected by serious diseases like bird flu. Right now, the government only pays farmers whose birds are infected, suspected of being infected, or have been exposed to disease. This bill would expand those payments to include all poultry farmers located in an area the government has identified as a control zone, even if their birds are not infected. It also sets up a new way to calculate how much farmers get paid, basing it on their average income from their five most recent flocks.
