BEST Facilitation Act

This bill creates a five-year test program within U.S. Customs and Border Protection that sets up new jobs called "image technicians." These workers would be stationed at five regional command centers and would review scanning images of vehicles and cargo coming into or leaving the country to check for things like drugs, weapons, contraband, or people trying to enter illegally, and flag anything suspicious for further inspection by CBP officers. The bill also creates a senior version of the role that includes sharing intelligence about smuggling methods with a national security center. Image technicians must complete yearly training, including on privacy and civil liberties, and anyone in these roles when the program ends can transfer to similar jobs within the department.
