Write the Laws Act

This bill says that Congress cannot hand off its lawmaking power to anyone else, including the President, courts, government agencies, states, or any other group or person. It requires the Government Accountability Office to make a list of all existing laws that gave lawmaking power to someone other than Congress. Any law, rule, regulation, or presidential order that breaks this rule and is made 90 days or more after the bill is passed would have no legal effect.
