Bus Rolling Stock Modernization Act of 2025

This bill lets state and local transit authorities use their federal public transportation grant money to make an early partial payment when ordering buses. Specifically, they can pay up to 20% of the total cost upfront without needing special approval or requiring the bus manufacturer to put up a security guarantee. To make this early payment, the transit authority must have a signed purchase order and a contract with the manufacturer that includes terms for advance payments.
