Fatal Overdose Reduction Act of 2025

This bill creates a five-year test program under Medicaid where up to 10 states can get extra federal funding — covering at least 90% of costs — for organizations called Health Engagement Hubs that help people dealing with opioid and substance use disorders. These hubs would need to offer a range of services, including physical and mental health care, peer support, case management, and social services like employment counseling, and they must meet certain staffing requirements and have a community advisory board. The bill also provides money for states to plan for the program and requires an outside evaluation of how well it works.
