Overdose RADAR Act

This bill makes it legal under federal law to sell fentanyl test strips, which are tools people use to check if drugs contain fentanyl. It also creates grant programs so that trained school staff can have access to emergency overdose treatment, and so that states and local governments can better train health care workers and track data on opioid overdoses. The bill requires grants for wastewater treatment facilities to test sewage for illegal drugs like fentanyl, and it directs a federal office to issue guidance saying that overdose deaths should be recorded as homicides when there is evidence the overdose was caused by someone else on purpose.
