Justice for Jocelyn Act

This bill makes changes to a program that monitors people who are in the country without legal status and are waiting to be removed but have been released instead of being held in detention. It says people can only be released through this program if all detention beds are full and the government has tried every other option first. Anyone released must wear a GPS tracker at all times and follow a curfew. If a released person breaks the rules of their release, an immigration judge can order them removed from the country even without them being present in court.
