Affordable College Textbook Act

This bill creates a grant program where the Department of Education gives money to colleges or states to help expand the use of free, open textbooks. Open textbooks are educational materials that anyone can use, share, and change for free because they are either in the public domain or released under a special license. The bill also requires a government report to Congress within three years that looks at textbook costs at colleges and what has caused those costs to change.
