Improper Payments Transparency Act

This bill requires the President's yearly budget proposal to include information about improper payments made by certain federal agencies. Improper payments are payments that were made by mistake, in the wrong amount, or that should not have been made at all. The budget would need to explain why these payment errors happened, show any trends, and describe what steps agencies plan to take to fix the problems.
