SAFE Act of 2025

This bill would permanently make it illegal to slaughter horses, mules, and similar animals for people to eat. It would also make it illegal to ship, transport, buy, sell, or donate these animals or their meat for human consumption. Anyone who breaks this law could be fined, though the law would not apply to Native Americans carrying out religious ceremonies. Right now, there are no horse slaughter facilities operating in the United States because the government has not been funding the required inspections, but this bill would create a permanent ban instead of relying on yearly funding decisions.
