ACCESS Act

This bill stops the federal government from requiring certain education levels when hiring contractors unless the official in charge of the contract explains why that education is truly needed. This applies whether the requirement is for education alone, education or experience, or a mix of both. The bill also tells the Office of Management and Budget to send instructions to federal agencies encouraging them to use alternatives to education requirements when hiring contractors.
