Stop Russian Market Manipulation Act

This bill bans the import of certain minerals from Russia, including platinum, palladium, rhodium, nickel, copper, zinc, and others. It also blocks imports of these minerals if they were swapped or traded in ways designed to get around the ban. The President is not allowed to waive this ban, and it stays in place until one year after the President tells Congress that Russia has stopped all hostilities against Ukraine. If Russia restarts hostilities within three years of such a certification, the ban goes back into effect.
