ATF Transparency Act

This bill changes the rules for transferring or making certain specially regulated firearms, like machine guns, short-barreled shotguns, and silencers. It allows a firearm transfer or the making of a firearm to go forward if three business days have passed since the application was filed and it hasn't been denied. The bill also creates a process for people to challenge a denied application. Finally, it requires reports on firearms background checks that remain unresolved after 90 days and on how many background checks for firearm transfers were handled by the FBI.
