Veteran Fraud Reimbursement Act of 2025

This bill changes how the Department of Veterans Affairs (VA) handles situations where a fiduciary — someone appointed to manage a veteran's benefits — misuses that money. It requires the VA to set up clear rules and timelines for figuring out whether the VA itself was at fault when the misuse happened, and it says the VA cannot delay paying back the misused benefits just because it is still investigating its own role. If the veteran who was owed the money dies before being repaid, the payment must go to a surviving beneficiary in the same way other VA benefits are handled after someone passes away.
