A joint resolution proposing amendments to the Constitution of the United States relative to the line item veto, a limitation on the number of terms that a Member of Congress may serve, and requiring a vote of two-thirds of the membership of both Houses of Congress on any legislation raising or imposing new taxes or fees.

This proposal would make three changes to the Constitution. First, it would let the President use a line-item veto to cut or reject specific spending items in a bill. Second, it would limit how long members of Congress can serve — no more than six terms for House members and two terms for Senators. Third, it would require that any bill raising or creating a tax or fee must deal only with that topic and must be approved by at least two-thirds of the members voting in that chamber of Congress.
