A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing".

This joint resolution would cancel an Environmental Protection Agency rule that set pollution limits on hazardous air pollutants released by rubber tire manufacturing facilities. The EPA rule was created in response to a court decision and was meant to make sure all harmful emissions from the rubber processing part of the tire manufacturing industry are regulated.
