A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "California State Motor Vehicle and Engine and Nonroad Engine Pollution Control Standards; The 'Omnibus' Low NOx Regulation; Waiver of Preemption; Notice of Decision".

This resolution would cancel a decision by the Environmental Protection Agency, published on January 6, 2025, that granted California permission to set its own stricter pollution rules for heavy-duty vehicles and engines. Under the Clean Air Act, states are normally not allowed to create their own emission standards, but California can request special permission, called a waiver, to do so. This resolution would take away that permission.
