My senator's floor speech on this was one of the best I've heard. Wish more legislators put that much thought into their reasoning.
Easy YES. This should have been passed years ago. Better late than never I suppose.
The implementation timeline is aggressive but achievable. Federal agencies will need to move fast once this is signed.
