Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "California State Nonroad Engine Pollution Control Standards; Ocean-Going Vessels At-Berth; Notice of Decision".

This joint resolution takes back the permission that the Environmental Protection Agency gave to California's Air Resources Board to change its rules about pollution from large ships while they are docked at port. The California rule change would have required more types of ocean-going ships to reduce emissions from their auxiliary engines. Under current law, the EPA can allow California to set its own standards for controlling emissions from certain vehicles and engines, and this resolution cancels the specific EPA decision that approved California's updated ship emission rules.
