Legislative Branch Agencies Clarification Act

This bill changes how certain top government positions are filled. Instead of the President appointing the Librarian of Congress and the Director of the Government Publishing Office, a bipartisan group of congressional leaders would appoint them, and they could only be removed by a majority vote of top House and Senate leaders. The bill also separates the Copyright Office from the Library of Congress, making it more independent, and requires the Register of Copyrights to be appointed by the President for a 10-year term based on recommendations from congressional committees. Finally, the bill creates an inspector general's office within the Copyright Office to oversee audits and investigations and requires the Government Publishing Office to set up a system for managing its workforce.
