Healthy Poultry Assistance and Indemnification Act of 2025

This bill changes how the government pays poultry farmers when disease outbreaks happen. Currently, the government only pays farmers whose chickens or other poultry are infected with diseases like bird flu. The bill would expand payments to include all poultry farmers in "control areas" - even those whose birds are healthy but can't operate because they're in zones near infected farms. The bill also creates a new way to calculate payments based on a farmer's average income from their last five flocks, and makes the government's payment decisions final with no appeals allowed except to the Secretary of Agriculture.
