To amend title 38, United States Code, to establish a presumption that certain veterans were exposed to radiation and other toxins at the Nevada Test and Training Range for purposes of the treatment of certain disabilities under the laws administered by the Secretary of Veterans Affairs, and for other purposes.

This bill makes certain veterans eligible for disability benefits if they served at the Nevada Test and Training Range between January 1972 and January 2005. Veterans who worked at specific locations there, including Indian Springs Auxiliary Airfield but not Nellis or Creech Air Force Bases, would be presumed to have been exposed to radiation or toxic substances. The bill also requires that lipomas and tumor-related conditions be considered connected to military service for veterans who served at these Nevada locations.
