IMPACT Act

This bill requires the Department of Energy to create a temporary program that helps develop better ways to make cement, concrete, and asphalt that produce fewer emissions. The program will support research and testing of new production methods that are cheaper, last longer, or use resources more efficiently. The Department of Energy will choose government agencies, nonprofits, schools, and private companies to run demonstration projects focusing on technologies like carbon capture and energy-efficient processes. The program will end after seven years or sooner if enough low-emissions cement, concrete, and asphalt becomes available at reasonable prices.
