SAFE Act of 2025

This bill would make it illegal to kill horses, mules, and other equines for human food. It would also ban shipping, buying, selling, or moving these animals to be killed for food. People who break this law would have to pay a fine. The law would not apply to religious ceremonies conducted by Native Americans. Currently, there are no facilities in the United States that kill horses for food because the government does not provide inspections for this purpose.
